JOB SUMMARY

 

The Senior Director of Human Resources is ultimately responsible for the continuing development and implementation of Cityteam's personnel philosophy and practices as they relate to existing operations.  The Senior Director of Human Resources will advise the Executive Leadership Team regarding current human resource needs, trends, and how they relate to Cityteam's personnel policies and procedures. The Senior Director of Human Resources will provide expertise in leadership and organizational development, succession planning, and can move current policies and practices into alignment with the ministry’s future goals. Our ideal candidate will bring expertise in the field of Human Resources and embrace a performance-oriented culture and data-driven mission.  

 

This position has a unique blend of hands-on Human Resource functions as well as providing leadership to the organization. Our HR Team is small, so the Senior Director of Human Resources will need to handle some day-to-day functions including benefits, performance management, safety, worker’s compensation, and legal compliance. The Senior Director of Human Resources will oversee the remaining HR functions as well as have a seat at the table with the Executive Leadership Team.

 

The Senior Director of Human Resources will play a key role in fostering Cityteam’s core values. You will assume responsibility of all labor and employee relations and have a heart for discipleship. The Senior Director of Human Resources must be emotionally intelligent and be committed to cultivating an environment of trust and openness. Our ideal candidate will be a mature Christian who can speak truth in love, hold others accountable, and model Christ-like behavior.

 

ESSENTIAL FUNCTIONS

 

Strategic Emphasis

  1. Provide strategic leadership in the planning and implementation of quality-based, mission-focused human resources programs for all areas of ministry.
  2. Continually improve HR systems and ensure the delivery of high quality HR services to staff in a manner consistent with the vision, mission, and values of Cityteam.
  3. Develop staffing strategies and organizational structure that best aligns with the budget and resource needs.
  4. Develop succession planning models to include establishing career paths and employee development programs.
  5. Develop and apply quality benchmarks, along with effective metrics in accordance with Cityteam’s overall strategic plan and priority goals.
  6. Monitor and mentor managers on performance management and staffing relationships.
  7. Be available to mentor and disciple staff.

 

Training and Development

  1. Provide training for all staff to increase awareness and competency in areas of discipleship, core values, and conflict resolution.
  2. Continue to develop and update leadership trainings for managerial skills, staff development, recruiting, and accountability systems.

 

Personnel

  1. Oversee recruitment of staff.
  2. Oversee and advise HR Manager on all disciplinary and grievance procedures.
  3. Act as consultant for cities on all matters relative to personnel policies and procedures.
  4. Advise on salary classifications, raises, and staffing budgets.
  5. Facilitate development of internal network to increase communication among cities, departments, and divisions.
  6. Develop staffing strategies and implementation plans and programs to identify talent within and outside the organization for positions of responsibility. 
  7. Develop HR planning models to identify competency, knowledge and talent gaps and develop specific programs to fill the identified gaps. 

 

Policy Development

  1. Update and compile documentation of current policies and procedures, with the input of the Executive Leadership Team and approval of the Board of Trustees.
  2. Help the Executive Leadership Team evaluate the core values and practices in alignment with the Word of God.

 

Benefits

  1. Oversee the negotiation process of comprehensive and cost-effective benefit solutions.
  2. Conduct ongoing analysis of staffing statistics and national trends which might influence selection of benefit package.
  3. Oversee the review of various carriers and types of coverage and approve all benefit carrier changes.
  4. Oversee legal compliance with established guidelines effecting coverage.

 

Budget

  1. Develop and monitor compensation and benefit programs to maintain competitive while managing expenses.
  2. Oversee staffing portion of annual budget prep and mid-year revision processes.
  3. Develop salary guidelines and annual comparative analysis process.
  4. Manage the HR operational and personnel budgets and provide advice and assistance to other operational units regarding the management of personnel costs.

 

Legal/Records Management

  1. Consult and advise Executive Leadership Team regarding labor law regulations and policies and how they relate to our staffing needs.

Required Education and Experience

  • Bachelor’s Degree in Human Resources or related field
  • Proven experience as Senior Director of Human Resources or another Senior HR role
  • At least 10-years of leadership experience supervising and managing staff, implementing progressive discipline processes
  • 5-year minimum in the field of Human Resources
  • Deep knowledge of HR functions (talent management, benefits, compliance, etc.)
  • Professional written and spoken communication skills
  • Must have demonstrated people management and interpersonal communication skills, be able to handle conflict resolution, and have a keen desire to serve others
  • Business acumen and comfort with utilizing metrics
  • Proficiency with Microsoft Office Suite, especially Word and Excel Spreadsheets
  • Valid CA Driver’s License with a clean record
  • Self-aware and understands the impact of behaviors and emotional intelligence in the workplace. Also understands team’s strengths and areas for development

 

Preferred Education and Experience

  • Executive management experience
  • Advanced degree 
  • Human Resources certification 
  • Presenting to and engaging with small and large groups of people
  • Experience in non-profit industry
  • Familiarity with Cityteam, addiction, and homelessness 
  • Experience as pastor or counselor

Work Conditions

  • This job typically operates in a professional office environment 
  • This role will regularly travel to remote locations and meet in a variety of venues.
  • Days and hours of work will be typical business hours with occasional evenings and weekends.
  • Regularly available by phone or email outside of regular business hours

  • Must have an intimate, personal relationship with Jesus Christ 
  • Must be active in a local Christian body of believers or at least pursuing community with other Christ-followers
